Kenya’s Youth Left to Rot While Leaders Preach Promises

As Unemployment Hits 39%, Young Kenyans Watch Jobs Disappear and Hope Die — While Rhetoric, Not Reform, Dominates the Kenya Kwanza Agenda

Nairobi, Kenya — Kenya’s youth are staring into an economic abyss. With nearly four in ten young people jobless and the formal economy offering little hope, business leaders this week issued a blunt warning: without a radical shift toward entrepreneurship, the country’s youth unemployment crisis will only worsen.

A Generation Locked Out

New data from the Kenya National Bureau of Statistics shows youth unemployment soaring to a staggering 38.9% in the first quarter of 2025 — a sharp contrast to the national average of 12.7%. Behind these figures lies a sobering truth: Kenya’s economy simply isn’t creating jobs fast enough for its youth.

Each year, more than 800,000 young Kenyans graduate from school, college or university. Only 50,000 land jobs in the formal private sector. Some 150,000 hustle their way into small businesses. The rest — over 600,000 — are left to scrape by through informal gigs, casual labour, or subsistence farming.

Dreams Deferred, Businesses Dying

Kenya’s entrepreneurial engine is sputtering. The Global Entrepreneurship Monitor report reveals that total early-stage entrepreneurial activity has fallen from a pandemic peak of 16.3% to just 10.5%, with established businesses dropping even further — from 5.2% to 3.1% .

“People think jobs are in corporates and government. But it’s small businesses that hold the key,” said James Mwangi, chairperson of the Ministry of Education’s Entrepreneurship and Innovation Initiative.

The problem? Fewer than 14% of Kenyans aged 24 to 34 are running businesses — and only 8% of 18-to-24-year-olds are trying. According to Dr. Faith Njoroge of Strathmore Business School, many young people intend to start businesses, but “intentions aren’t translating into action.”

“We’re missing the Moment”

Equity Bank’s David Kimani was blunt: “We are not seeing businesses scale. We’re not seeing new companies list on the stock exchange. We’re stuck in the mindset that formal employment is the only path.”

The numbers back him up. Formal jobs are scarce. And informal work is heartbreakingly underproductive — while licensed SMEs generate an average surplus of KSh 50,000 per employee each month, street hawkers and unlicensed vendors scrape by on just KSh 3,250 .

Kenya Kwanza’s ‘Bottom-Up’ Dilemma

President William Ruto made youth job creation the centrepiece of his Kenya Kwanza Manifesto, promising to unlock entrepreneurship through a bottom-up economic model. The plan includes:

  • A KSh 500 billion five-year investment in agriculture and MSMEs
  • Legal protection for informal workers
  • Business-friendly reforms like one-stop licensing and compliance limits
  • Youth-focused enterprise parks in every TVET institution

But the clock is ticking. “We lack the mentality of building scalable, high-growth enterprises,” said Dr. Njoroge. “We’re teaching business management, not creativity. Not problem-solving.”

Can Kenya Turn the Corner?

Mwangi believes the path forward lies in rewiring how we support young people. “The more educated you are, the more likely you are to succeed as an entrepreneur,” he said. But education alone isn’t enough. Young Kenyans need access to capital, real-world work experience, networks, and mentorship — the true building blocks of a thriving entrepreneurial culture.

As the numbers worsen and the pressure mounts, one thing is clear: unless Kenya radically rethinks how it empowers its youth, it risks losing not just a generation — but the future of its economy.
