Kenya Ditches Traditional Loans, Bets Big On Diaspora Cash, Treasury report.

As concessional funding dries up and debt service costs rise, Kenya turns to its diaspora and global green investors to reshape borrowing strategy.

NAIROBI, KENYA. In a strategic pivot that could redefine how Kenya finances its budget deficits, the National Treasury has announced plans to tap into Diaspora Bonds and Environmental, Social, and Governance (ESG) debt instruments as part of its 2025 Medium-Term Debt Management Strategy (MTDS).

This comes against the backdrop of rising public debt—currently at KSh 10.58 trillion, equivalent to 65.7% of GDP—and shrinking access to concessional loans, pushing the country to explore more diversified and sustainable funding streams.

The MTDS, tabled in February and covering the 2025/26 to 2027/28 fiscal years, identifies these alternative tools as central to reducing debt servicing risks and broadening the investor base without over-relying on commercial bank loans or short-term Treasury bills.

“The National Treasury will continue to monitor market developments to explore opportunities for diversifying external borrowing, particularly targeting Diaspora Bonds and ESG debt instruments,” the strategy document states.

The introduction of Diaspora Bonds aims to turn the Kenyans living abroad, whose remittances reached a record high in 2024, into active stakeholders in national development. Kenya hopes to replicate models seen in countries like Israel and India, which have successfully leveraged their diaspora communities to raise capital for public investments.

Simultaneously, ESG bonds could allow Kenya to access funding earmarked globally for climate-resilient infrastructure, social equity, and green transitions—areas aligned with its Bottom-Up Economic Transformation Agenda (BETA).

“The move to ESG and Diaspora Bonds is overdue,” said Dr. Emily Nyagah, a macroeconomist at the Kenya Institute for Public Policy Research and Analysis (KIPPRA). “Traditional borrowing windows are tightening, and Kenya needs fresh capital that doesn’t carry the same weight of foreign exchange or rollover risks.”

The MTDS projects that by 2028, foreign exchange-denominated debt will drop to 44.6% of total public debt, down from 49.3% currently, aided by a deeper domestic market and reduced commercial borrowing.

However, the new strategy is not without challenges. ESG investors demand high transparency and impact reporting, while previous diaspora-focused financial products have seen limited uptake due to credibility concerns and poor structuring.

The Treasury has indicated plans to back these new instruments with policy reforms, stakeholder consultations, and global investor outreach campaigns. If successful, the approach could become a model for other African economies seeking sustainable financing.

The strategy also includes operationalizing a national sinking fund, improving cash management to avoid expensive overdrafts, and lengthening the maturity profile of public debt.

While the international market remains volatile, Kenya’s innovative borrowing mix signals a growing maturity in fiscal management. If executed effectively, Diaspora and ESG Bonds could offer a new frontier—linking citizens and global ethical investors directly to Kenya’s development journey.
